Council committee advances $25,000 for Hermann Park Trail spur in Detroit Shoreway

The committee voted Feb. 19 to move resolution 20250070 out of committee, recommending up to $25,000 from District 3 ARPA funds to the Western Reserve Land Conservancy for the Hermann Park Trail Project in the Detroit Shoreway neighborhood.
Isaac Raub, vice president for planning and urban projects at the Land Conservancy, described the project as a 0.5-acre former rail spur that would connect to the existing trail network and Edgewater Park. Raub said the conservancy views the project in three phases: acquiring and developing the rail-spur trail (phase 1), park improvements (phase 2) and potential linkage across a publicly owned parcel controlled by the Northeast Ohio Regional Sewer District (phase 3). He said preliminary budgets hope to keep the total project under $500,000 and noted about 4,578 people live within a half-mile of the trail.
Members asked about permeable pavement, stormwater capture and coordination with the sewer district; Raub said the project team is pursuing grants like Sustain Our Great Lakes and will consider bioswales and permeable materials as part of design and environmental review. Committee approved advancing the resolution for second reading.
