The council recognized Charlottesville High School boys tennis coach John Neal, who was named by the National Federation of High Schools as a national coach of the year; Neal and members of the team attended for remarks and a photo. The council also proclaimed February 23–27, 2026, as Invasive Species Awareness Week and commended local conservation partners; Rowena Zimmerman of the Virginia Invasive Plant Coalition (Blue Ridge Prism) thanked the city for its collaboration.
A proclamation recognized the Charlottesville Department of Social Services and declared a Benefit Program Specialist Appreciation Month; a department representative and a long‑time employee were acknowledged for decades of service.
Clerks read a list of appointments made in closed session and the council moved to appoint the nominees to the Economic Development Authority, Housing Advisory Committee, Human Rights Commission, Tree Commission and other boards. The motion to appoint the listed nominees passed by an electronic vote of 5–0.
