Magna council approves citywide rezoning to align parks, cemeteries and institutions with actual uses

Magna City Council voted Nov. 18 to amend the city’s official zoning map and reclassify multiple properties to public facilities/public institutions (PFPI), parks and recreation (PR) and open space (OS) zones. The ordinance, listed as 2025-O-22, passed following staff presentation and a brief council discussion.

Staff said the rezoning is intended to align zoning designations with existing and planned land uses under the Magna General Plan. Staff noted examples in the presentation: Pleasant Green Cemetery is currently zoned manufacturing and the Magna Regional Park is zoned residential; the proposed map would place those properties into zones that reflect their use.

The rezoning changes would create clearer rules about permitted and conditional uses on the affected properties. Staff explained that permitted uses could proceed without additional council approval while conditional uses would require planning commission and council review. A planning commission recommendation in favor of the map was reported to the council.

Council members discussed whether to consider the item tonight or continue it to December. After members said there was no urgency to delay, a motion to approve the ordinance was made and seconded. The council then called for the question and approved the ordinance.
