Council obligates $21,823 toward MSD parks master plan for Magna parks

Magna council members voted to obligate $21,823 to participate in the MSD parks master plan that will produce district- and city-level analyses, needs assessments, park concept plans and capital/financial strategies. MSD staff said the district secured a $50,000 state grant toward the district-level scope (approximately $59,000) and asked each participating city to contribute for their individual park plans.
Dan Torres and MSD planning staff said the program will inform levels of service, long-term operations costs and possible park-impact fees for future development. "This would allow us to really activate the downtown," an MSD planner said, describing how unlocking RDA parcels and coordinating parking and programming could increase downtown vitality.
Magna’s requested contribution — $21,823 — covers Magna Copper Park and the Magna Neighborhood Park components. Council moved and approved obligating the funds so the MSD can under-contract and begin work in January, with an 11-month consultant timeline to deliver final plans and an adoption window late 2026.
Council discussion covered whether to accept MSD-level assistance for programming and whether Magna should assume direct management of specific parks in the future; staff said the master plan will provide the operational-cost data needed for any such decision.
