Chair opened the session and said five bills were on the executive calendar; lawmakers then debated and voted on each. The committee reported out the proposed third substitute to House Bill 1589 (contracting and notice requirements for health carriers), a substitute to House Bill 2402 (timeline adjustments and exemptions for DEHP in IV products), House Bill 2555 (Medicaid coverage of traditional health care practices), and House Bill 2685 (tribal data and disease reporting). House Bill 2599 was deferred.

The substitute passed out of committee by roll call; staff announced 12 ayes, 5 nays and 2 excused.
- House Bill 2555: Committee moved House Bill 2555 out of committee with a due-pass recommendation after members highlighted multi-year collaboration with the Health Care Authority and tribal partners. The recorded vote was 16 ayes, 1 nay and 2 excused.
- House Bill 2685: Representative Buchanan moved HB2685, which addresses tribal data reporting and coordination with tribal health jurisdictions. Members raised questions about data use, retention and public-records exemptions; the roll-call vote was 10 ayes, 7 nays and 2 excused and the bill was reported out with a due-pass recommendation.
- House Bill 2599: Action was deferred; no vote was taken.
Member concerns and dissent: Several lawmakers said they were ‘‘mixed’’ on late-filed substitutes or raised substantive questions. Representative Schreck said the caucus had only recently received the final text and described a need to ‘‘digest what's in there.’'
