Committee approves routine consent items, staffing adjustments, donations, grants, appointment and $5,000 regional study contribution

On Feb. 17 the committee approved the consent agenda, library staffing FTE adjustments, an $11,440 donation for player shelters, an $8,900 transfer for UNPS grant services, appointment of Tim Cassidy as city engineer, and a $5,000 contribution toward a Synergy regional economic-development study.
The Finance, Budget and Personnel Committee handled a slate of routine and programmatic items at its Feb. 17 meeting and voted unanimously to forward recommendations to council where required.
Consent agenda: The committee approved minutes from the Jan. 20 meeting, bills and payroll, the monthly position control report and personal action reports by voice vote.
Library staffing: Jill Porter, identified in the packet as the library director, said the city is undergoing staffing changes this quarter and that certain positions' FTEs will be adjusted. "While we're changing the FTEs for certain positions, the actual total number of FTEs nor the amount that we'll be paying in budgetary funds will change," Porter said. The committee moved, seconded and approved the staffing adjustments as outlined in the packet.
Greasy Park donation and purchase authorization: Justin Caspersen, parks and recreation director, requested acceptance of an $11,440 donation from the McEwen family to purchase two player shelters at Greasy Park (one field previously named McEwen Field in recognition of family contributions). Caspersen said the city obtained three quotes and the low bid was from Networld Sports (United Kingdom), with final purchase authorization contingent on Board of Public Works approval. The committee approved the budget resolution to accept the donation.
UNPS grant services: Josh Moritz, director of public works, asked the committee to approve budget resolution 04/2026 to transfer $8,900 to fund grant-writing assistance (Strand selected) for a project to convert a dry pond in Mill Creek Business Park to a wet detention basin to meet Wisconsin DNR TMDL requirements; the committee approved the transfer.
Appointment: Staff recommended Tim Cassidy be appointed city engineer effective immediately. The packet noted Cassidy began with the city as assistant city engineer in June 1999 and served as acting city engineer; the committee approved forwarding the appointment recommendation.
Regional study contribution: Steve Bark recommended a $5,000 contribution from the 205 economic development fund to join a $125,000 Synergy Incorporated target-industry and site-readiness study; Marshfield would receive one site evaluation under the base package. Staff said the funds can be covered by savings from a paused contract; the committee approved the contribution.
Adjournment: The committee closed the meeting with no items proposed for future agendas and adjourned by voice vote.
Next steps: Recommended actions will be considered by the Common Council or executed by staff as applicable.
