Placer County approves contract increases for fire‑apparatus repairs and a three‑year cyber‑security agreement

The Placer County Board of Supervisors on Feb. 17 approved two procurement actions: an increase to a fire‑apparatus parts and repairs contract and a three‑year cybersecurity agreement.

John Manning, purchasing manager, requested the board approve an increase to the county’s contract with Kalmakov Enterprises Inc., dba Fire Apparatus Solutions, for Smeal fire‑apparatus parts and repairs. Manning said the request would add $75,000 to the contract for a new total of $175,000 for the period Jan. 1, 2026, through Dec. 31, 2026; staff also requested authorization to renew the contract for two additional one‑year periods up to $175,000 per year and to allow change orders up to $17,500 annually. Manning said Kalmikov (sic) Enterprises is the only authorized Smeal dealer in Northern California, which supports sole‑source procurement under county policy.

A member of the public questioned whether raising contract thresholds reduced board visibility; staff clarified that future increases beyond the approved amount would be returned to the board for review and that many items appear on the consent calendar for public visibility.

Supervisor Dima moved to approve the contract increase and Supervisor Jones seconded; the board voted to approve the increase unanimously among voting members.

On a separate procurement, Robert Lee, the county’s chief information security officer, presented a three‑year agreement with an authorized reseller (E Plus Technology Inc.) for Palo Alto Networks Prisma Access, the county’s cloud and remote‑user security platform. Lee said Placer County began using Prisma Access in February 2025 and that the agreement will provide continued protection and additional analytic tools. Staff requested authority for an agreement not to exceed $747,129 for the period March 1, 2026, through March 4, 2029, and authority for change orders consistent with procurement policy; Lee said anticipated change orders would likely cover additional software licensing features rather than equipment.

Supervisor Jones moved and Supervisor Gore seconded approval of the Prisma Access agreement; the board voted in favor with no recorded opposition.

What's next: purchasing will finalize contract documents and departments will coordinate implementation under existing procurement controls. Staff said invoices will be reconciled and any additional contract increases beyond the approved amounts would be returned to the board.
