Orange Unified School District staff presented the SMART initiative on Aug. 15, linking facility modernization priorities with a formal advisory process for identifying surplus property.
Staff described SMART (School Modernization and Renovation for Tomorrow) as a framework to coordinate modernization projects, surplus-property review and funding strategies — including maximizing state modernization funds. The presentation explained the 7-11 advisory committee required by Ed. Code (presentation used the phrasing ‘ed code 17 3 9 0’), its role in reviewing enrollment and property data, and the intent to provide board-approved committee bylaws and a recruitment process. Staff said they will issue an English and Spanish application and prioritize applicants who reside in the district or have direct ties to the properties under consideration.
As an example, staff showed a LaVita parcel identified as approximately 6.8 acres as an area of potential surplus; they said further architectural studies and enrollment analysis are needed to determine the feasible amount of surplus land. The district noted committee recommendations are advisory, subject to public records and legal review, and that the board can appoint new members or reconstitute membership based on property needs.
Board members praised the application updates and asked staff to return with a phased plan and a recommendation for which property to evaluate first.
Next steps: staff will finalize committee bylaws, reopen recruitment with bilingual materials and return with recommended properties and a phased implementation timeline.
