Cypress School District trustee to resign; board opts for provisional appointment process

Trustee Sandra Lee told the board Aug. 8 she will resign effective Aug. 9, citing personal reasons. "Serving the Cypress community and all of the Cypress School District students and staff has been one of the greatest honors of my life," Lee said during her remarks.

The board discussed whether to appoint a replacement or order an election. Under the Education Code staff summarized at the meeting, the board has 60 days from the vacancy to either make a provisional appointment or order an election. Trustee Sandeep moved to make a provisional appointment and Trustee Hayashida seconded; trustees incorporated a friendly amendment requiring at least two candidates in the applicant pool before an appointment would be finalized.

Board members weighing an appointment cited concerns about leaving Trustee Area C unrepresented, the expense and low turnout risk of a standalone March election and the benefit of onboarding a new member in time for CSBA workshops. Those favoring an election raised turnout and community-voice concerns for a March contest. Superintendent staff noted a 30-day petition process that residents could use to force an election if they collect at least 1.5% of the registered voters in Trustee Area C.

District staff said registered voters in Trustee Area C totaled 6,146 as of July 5 and outlined a proposed timeline: notice will be posted the day after the meeting, an 18-day application window will close Aug. 26, a small eligibility committee will screen applicants and interviews will be scheduled at a special board meeting (the board proposed Monday, Sept. 16, at 6 p.m.). The board agreed to replicate the outreach and candidate-recruitment process it used previously—broad distribution through PTA and social media, city partners and direct outreach—to encourage multiple applicants.

The board voted by voice to proceed with the provisional appointment process with the two-candidate minimum and set the timeline described above. Vice President Lee recused herself from participation in the vacancy discussion and the board noted that an appointed member would hold the seat through the next regular election date for that trustee area and would be required to stand for election thereafter.

Next steps: the district will publish application materials and the interview timeline; applications will close Aug. 26 and the board expects to interview finalists in mid-September.
