Board accepts 2023–24 unaudited actuals; approves multiple routine resolutions

Assistant Superintendent Matthew Slusser presented Anaheim Elementary School District's unaudited actuals for 2023–24 on Sept. 11, reporting total revenue just under $330 million (about $3.4 million above estimates) and an improved combined fund balance of $91.97 million (about $5.72 million better than projected).

Slusser said LCFF represents roughly 70% of revenue, and noted variances by source: higher-than-projected LCFF related to special education property taxes, decreases in federal revenue tied to Title I/stronger connections grants, increases in other state/local funds and investment interest, and differences in expenditures related to ESSER 3 summer spending and special education agreements. He summarized that salaries and benefits remain about 83.4% of expenditures.

Trustees asked for detail on ESSER 3 (identified as a one-time summer-school grant of $1,305,000 that had to be spent by Sept. 30) and on ACES pass-through funding (reported as approximately $4.2 million annually and described as a secure ongoing allocation that the district has led for many years). Slusser said the unaudited actuals will be filed with the Orange County Department of Education and the external audit process will follow; the board approved the unaudited actuals and related resolution.

The board also approved the consent calendar and several routine resolutions in single motions, including: designation of October 2024 as school administrator week, Red Ribbon Week resolution, Larry Itliong Day, Indigenous Peoples' Day, certification of instructional materials for 2024–25, support for mental health awareness, National Bullying Prevention Month and personnel items such as tentative agreements with employee associations. Most votes passed 4-0 with no substantive discussion.
