Board approves Vibrant Minds Charter School expansion and relocation within AESD

The Anaheim Elementary School District board on Sept. 11 adopted a resolution approving Vibrant Minds Charter School's material revision to relocate to 320 West Broadway and expand maximum capacity, following staff's recommendation and public testimony from the charter school.
Assistant Superintendent Dr. Yadira Moreno presented the staff analysis and findings, recommending approval under Education Code sections 47605 and 47607 after public hearing and staff review. Moreno described the request as a relocation and the district's analysis supporting the change; she said Vibrant Minds would begin at the Broadway site in the 2025–26 school year and currently serves transitional kindergarten through sixth grade with enrollment roughly 240.
Speakers from Vibrant Minds, including Debbie Schroeder, founding executive director, and coordinator Yvette LaValle, asked the board to approve the material revision and outlined community partnerships and program offerings. Schroeder thanked district staff and legal counsel for a thorough review and said the school supports expanding to meet demand. LaValle described health and family services, CPR/First Aid courses, eye exams and other partnerships that serve families.
Trustees asked clarifying questions about the planned enrollment increase and how many new seats would serve students living within the district. Vibrant Minds representatives said they expected an operational cap of 468 (below the CUP's 480 because of TK enrollment limits) and offered to supply a breakdown of residence percentages by Friday. The school said it plans community outreach through events, social media and slow-growth enrollment starting with TK through third grade to ensure representative enrollment.
Trustee Mark A. Lopez moved adoption of resolution 2024-25/09; Trustee Jackie Filbeck (noting a late "aye") seconded. The motion passed unanimously on the transcript record (vote recorded as 4-0). The resolution and staff recommendations will be posted per Education Code requirements.
