Commissioners approve request to extend grant timeline for St. Joseph–Spencerville treatment project

DeKalb County commissioners voted Feb. 17 to authorize a grant-extension letter for the St. Joseph–Spencerville wastewater-treatment project after hearing a construction update from Ben Adams of Commonwealth Engineers.
Adams said construction began in September 2025 and early work included demolition and pile-driving. Unanticipated bad soils beneath the old tanks and extreme winter weather in December and January slowed progress. The contractor provided a recovery schedule and the consulting team expects to finish by August 2026.
Because the original OCCA/OCCRA grant completion timeline was February 2026, Adams asked the board to authorize a letter requesting an extension. Commissioners moved, seconded and approved the extension authorization 3–0. Adams said he would provide the amended letter for signatures and coordinate with county staff.
