Public Works committee clears three procurement actions including Wilson Mills resurfacing and Shaft Road bridge replacement

The Cuyahoga County Public Works procurement and contracting committee on Feb. 5 approved three procurement actions intended to restore emergency contracting capacity and start two federally funded road projects.
Eric Mack of Cuyahoga County Public Works told the committee the first item, Resolution 20250074, is an amendment to an existing master on‑call heavy construction contract awarded in 2023 to four vendors. "This is an amendment to the existing contract," Mack said, explaining staff seeks to restore available funding after about $900,000 has been expended so the county has contractors available for emergency repairs such as culvert washouts, guardrail fixes and emergency bridge work.
Mack said the original 2020 contract was encumbered at $1.5 million; staff proposed adding roughly $600,000 to restore the pool to that level and maintain capacity until a new contract is procured next February. Committee members confirmed all four vendors had bid in 2023. A committee motion to approve the amendment passed on a voice vote.
The committee then considered Resolution 20250075, awarding requisition 15387 to Katz Construction for resurfacing 0.6 miles of Wilson Mills Road in Richmond Heights in an amount not to exceed $1,163,640.65. "We had six bid; Katz Construction is also an SBE," Mack said, adding bids came in about $300,000 under the engineer's estimate. He outlined the funding split: approximately 76% federal funds, 20% from the Issue 1 fund, 2% from the city and 2% from the county. Mack requested that second reading be suspended so the contractor could start work sooner; a motion to pass under suspension carried on a voice vote.
Finally, the committee reviewed Resolution 20250076, awarding requisition 15388 to Shermer Construction for replacement of the Shaft Road bridge (Structure No. 02.89) over West Creek in Independence, in an amount not to exceed $2,586,786. Mack said two bids were received, with Shermer about 4% below the $2.7 million engineer's estimate; the funding breakdown is 75% federal, 18% from the Ohio Public Works Commission (OPWC) fund and 7% county funds. He noted the bridge is roughly 90 years old and rated poorly in condition assessments. Committee members asked about scoring and signage; Mack said age and condition both factor into replacement scoring and that signage is coordinated after a preconstruction meeting. A motion to suspend second reading and approve the award passed on a voice vote.
The committee recorded no public comments and adjourned after completing the agenda. The items will now proceed to full council readings where applicable.
