Cuyahoga County Council adopts budget amendments, contracts and grant awards; advances neighborhood projects

The council suspended the rules and adopted Resolution 20250083, amending the 2024–2025 biennial operating budget to provide additional appropriations, transfers and cash transfers. Sponsors listed several notable items in the amendment, including a $900,000 environmental-justice grant for a government-to-government solar-for-schools initiative, $400,000 for an adult drug court expansion, and $345,109 in Emergency Solutions Grants to support housing services.
Separately, the council adopted Resolution 20250069 to amend a master contract for Medicaid home and community-based services (out-of-home placement and foster care services), extending the contract through March 31, 2026, and authorizing additional funds not to exceed $83,877,274.99. Sponsors framed the vote as oversight and a necessary step to maintain services for children and families.
On economic development, the council approved a loan of up to $2,000,000 (Resolution 20250064) for redevelopment of the former Rausch and Lange Carriage Company building at 2168 West 26th Street in Cleveland, a project sponsors said would preserve a 230,000-square-foot historic property and create about 20 new full-time jobs.
Other adopted items included construction awards for Wilson Mills Road resurfacing and a bridge replacement, a contract for audio-visual system maintenance, and amendments to shelter services contracts. Several first-reading items were referred to committees, including a $6.81 million Cold Harbor contract amendment to add demolition under an Ohio Brownfield remediation grant and a subgrant agreement with the City of Painesville tied to an EPA Climate Pollution Reduction Grant (work plan, solar array and battery system) with a subgrant amount listed as $80,665,500.
