Bill codifies components of teacher- and principal-preparation review and adjusts field-placement reporting
Summary
Senate Bill 6,278 would codify program-review components for the Professional Educator Standards Board (PESB), require community input in reviews, and allow field-placement plans to be submitted on a schedule of no less than every three years. PESB staff said many elements are already implemented in current practice.
Substitute Senate Bill 6,278 asks the legislature to codify components of the Professional Educator Standards Board’s program review process, including program standards, educator-role standards, evidence submission, and community and P–12 partner input. Committee counsel described the bill as formalizing procedures PESB already carries out and giving the legislature greater assurance about the components the board must include.
Anna Curran Huffman of PESB testified neutrally and technically that many of the review components described in the bill are already in place under existing WAC rules and that the primary substantive change is legislative codification. The bill also modifies the schedule for student‑teacher field‑placement plan submissions: rather than a fixed annual or biennial schedule, plans must be submitted on a PESB schedule of no less than every three years (beginning 01/01/2027 as noted in staff briefing).
Committee members asked how PESB’s review work interacts with external accreditors and whether the bill meaningfully changes oversight versus existing practice; PESB staff said the bill mostly affirms current practice while providing legislative clarity and permanence.
