RUSD board unanimously approves bond authorization, committee appointment and three tentative labor agreements

At its June 5 meeting the Riverside Unified School District Board of Education took several unanimous formal actions.
Bond authorization (CFD 29): The board approved Resolution No. 2024/25–58 to authorize the issuance of bonds for Community Facilities District 29. Presenters from the district’s financial advisers and bond counsel described market conditions and an illustrative “not to exceed” amount tied to developer mitigation funds; staff said market timing and underwriting will determine actual proceeds and that the district has protections in place through mitigation agreements with developers. The motion to approve the resolution passed unanimously.
CBOC appointment: The board approved the superintendent’s recommendation to appoint Mr. Osman to the Measure O Citizens’ Bond Oversight Committee (CBOC) to fill a community-at-large vacancy so the committee can maintain quorum for an upcoming meeting. The motion passed unanimously and the new member is expected to attend the next committee meeting.
Tentative labor agreements and sunshine proposals: Trustees approved three tentative agreements for employee groups. Staff described the Riverside City Teachers Association tentative agreement as a two-year deal with a retroactive salary increase of 2% effective 07/01/2024 and an additional 1% effective 07/01/2025, with a disclosed current-year cost of about $6.3 million and ongoing costs beginning next year. The Classified School Employee Association (CSEA) Chapter 506 tentative agreement provides a retroactive 3% increase to 07/01/2024 with an estimated cost of about $4.0 million. A third agreement covering management, supervisors and confidential employees mirrors the CTA terms and carries a current-year cost reported at about $1.1 million. Disclosures and multi-year projections were submitted to the Riverside County Office of Education, and trustees voted to approve each agreement unanimously.
Sunshine (negotiations posting): The board also approved the public posting (the Government Code 3547 “sunshine” requirement) of initial negotiation proposals for RCTA and CSEA to begin bargaining; those motions passed unanimously.
What happens next: Staff will finalize and file required disclosures with the county and proceed with implementation steps in the collective bargaining process, schedule and bond-sale timing to be determined by market conditions.
