Staff reports enforcement codification delay; council seeks application form updates before spring season

Staff member Ralicia Dixon told the HTC Sign Advisory Council enforcement actions were delayed because the town administrator was on vacation and codification of sign rules had not been completed. Once codified, staff said they would pursue enforcement for construction signs and do site checks.

Commissioners asked staff to drive by a Fairgrounds property and notify the town of visible sign violations. Dixon clarified that the fine structure does not reset each year and that cases picked up from 2025 remain in the system; fines will not revert to a lower starting amount automatically.

Commissioners and staff discussed improving the application process before the busy spring season: adding specific fields for dimensions and material thickness, flagging non‑approvable materials (e.g., MDO), and creating a short checklist for applicants. Staff said files have been scanned and that digitizing the form will be a good opportunity to add the extra fields.

The council directed staff to pursue the enforcement site checks and to update the application materials so applicants provide clearer information up front, reducing the need for subsequent corrections.
