Board ratifies labor agreements with classified employees and teachers, includes 7% raises

The Newport‑Mesa Unified School District board on Wednesday approved tentative labor agreements with two bargaining units, concluding 2024—25 negotiations and authorizing contract implementation.
At a public hearing, district staff and negotiators presented the tentative agreement with the California School Employees Association (CSEA) Newport Mesa Chapter 18. District presenters and CSEA President Amy Ching said the chapter ratified the tentative agreement with a 99% approval rate and that the agreement includes a 7% salary increase and participation in a Classified School Employees Summer Assistance Program.
"Earlier this month, we came to a tentative agreement, and our chapter overwhelmingly voted to approve the tentative agreement with a 99% approval rate," Amy Ching said.
The board opened and closed the public hearing with no public comments and then approved the agreement by roll call (unanimous).
The board then opened a public hearing on the tentative agreement with the Newport Mesa Federation of Teachers (NMFT). District financial disclosure identified a cost of $15,538,256 for the agreement. District and NMFT representatives described contract items including the 7% salary increase, calendar adjustments (report card day moved), additional preparation time at TK—3, a release day for SAI teachers in spring, and clarifications on transfer and grievance procedures.
Kurt Suhr and other district officials and NMFT leadership thanked negotiators on both sides. Trustee motions to approve the NMFT agreement carried by unanimous roll call vote.
Both approvals were recorded by roll call and are effective for implementation under the respective bargaining timelines; the board celebrated the negotiations and directed staff to coordinate implementation steps with payroll, human resources and site leaders.
