The Newport‑Mesa Unified School District board on Jan. 27 approved a resolution directing staff to publish a request for proposals seeking ground‑lease concepts for surplus property at Banning Ranch.
Deputy or business official Jeff Trader described the RFP as intentionally broad to allow developers to propose a range of uses consistent with the surplus‑property committee’s priority list; the committee recommended a ground lease to secure highest and best value while retaining district ownership. Staff recommended a publication date of Jan. 27 and a final proposal deadline of March 14, 2025.
Trustees emphasized the district’s intent not to sell the land but to explore leasing options. Trustee Anderson asked about fee schedules and other fiscal topics during earlier agenda items; Trader noted the board is also conducting a fee study for developer fees. With a vote by roll call the board approved the resolution authorizing the RFP distribution.
The resolution was approved by roll call (6–0); staff will post the RFP to the district website and notify interested parties.
