Anaheim Elementary board directs development of districtwide student cell-phone and social media policy

The Anaheim Elementary School District Board of Education on Dec. 18 passed a resolution directing staff to develop updated districtwide cell-phone and social media policies to prohibit student use of such devices during the school day.
Trustees emphasized student wellbeing, classroom attention and the role of families in enforcement. Trustee comments referenced online bullying and social-emotional impacts; one trustee said the policy should be paired with outreach to families and caregivers so expectations are clear. Superintendent Jesse Chavarria described the item as a first reading: "This is the first reading. The second reading would take place, in January. And if, it was approved and and we would look to for implementation sometime after spring break just to see how things go because it would go in full effect for the new 25-26 fleet," he said.
The board also received for first reading revisions to Board Policy 5131.8 on Mobile Communication Devices and Bylaw 9320 on Meetings and Notices, which will return for a second reading in January. Trustees approved the resolution and first reading by a 5–0 vote.
The board noted the timeline: staff will develop policy language, run required notices and present a second reading in January, with potential implementation planning for after spring break and full effect beginning in 2025–26.
