Ag commissioner requests dozers, warns of wildfire risk and urges restoration of prior cuts

The Senate Budget Committee reviewed the Department of Agriculture and ForestryFY27 presentation and heard the commissioner urge continued support for wildfire response, fleet replacement and seafood testing.
Senate Fiscal Services presented the department's FY27 recommended total (~$91.4 million), with statutory dedications about 43% and state general fund about 33%. The commissioner described three near-term priorities: replacing aging heavy equipment (including special environmental-cab dozers), maintaining firefighter readiness and expanding seafood testing and export channels.
The commissioner said the department intends to request approximately 20 specialized dozers that run about $534,000 apiece for wildfire deployment and that replacements take 18–24 months to deliver. He noted the department's fleet is aging and some units are no longer serviceable, and said recent storms and an extended fire season increase the operational need for pre-staged equipment.
On seafood and markets, the commissioner described outreach in West Africa and the United Kingdom and said Louisiana rice is a meaningful supplier to humanitarian purchases such as McGovern-Dole food shipments. The department also described an expanded seafood-testing program to identify antibiotics and adulterants and said it is pursuing funding streams to make testing permanent.
Senators generally expressed support and urged a multi-year plan for equipment replacement; committee members also asked for follow-up on previously appropriated one-time funds that had been removed in preamble language in a prior budget cycle. The department said FY27 includes funding for some acquisitions and major repairs, and the commissioner said the ask for dozers would be part of a continuing, multi-year need rather than a single one-time purchase.
No formal appropriation was decided during the hearing; senators signaled willingness to consider multi-year replacement plans for critical wildfire equipment.
