Finance Committee approves five land-use articles including home-rule petitions, easement and cemetery title cleanup

The Finance Committee on Feb. 17 moved and voted to advance five real-estate warrant articles (Nos. 76, 77, 79, 80 and 81) to town meeting.
Tracy McDonald summarized the items: Article 76 is a home-rule petition for School Street (a public path connecting Western Avenue to Surfside Beach) and is a repeat filing to preserve the legislative window; Article 77 (Grove Lane) is a reworked home-rule petition to transfer a parcel now in the Conservation Commission—are to the Land Bank; Article 79 grants a conservation restriction over Sherburne Commons to comply with a natural-heritage permit; Article 80 authorizes granting an easement to National Grid to install electrical equipment for the Tacoma Green project; and Article 81 clears title on Newtown Cemetery so the Cemetery Commission can assume formal care and custody of the parcel.
McDonald said Article 77 and the School Street petition are work items tied to state-legislative timing; Article 79 is a mitigation step related to prior development approvals; Article 80 simply grants authority for an easement and the project will pay for installation costs; Article 81 ratifies the Cemetery Commission lready managing the parcel.
The committee voted unanimously to adopt all five articles as a package.
