Senate approves training and 'blue envelope' program for officers interacting with people with autism

TALLAHASSEE — The Florida Senate unanimously passed legislation Thursday to strengthen law-enforcement training for interactions with people on the autism spectrum and to establish a voluntary "blue envelope" program individuals can request through the Department of Highway Safety and Motor Vehicles or a tax collector.
Senator Jones, sponsor of SB 418, said the bill requires officers to learn to recognize common ASD-related characteristics, apply de-escalation strategies, and use communication tips included on the envelope — which can contain a driver’s documents and a short guide for officers. "This training helps officers distinguish ASD-related behaviors from defiance or noncompliance," Jones said on the floor.
Supporters from both sides praised the measure and recounted examples where the blue envelope helped diffuse a stressful encounter. The Senate passed the bill 38–0.
What’s next: The bill now goes to the House. Implementation will require agencies and law-enforcement training providers to integrate the curriculum and DBHSMV or tax-collector offices to establish envelope distribution procedures.
