McDonald reviewed the State Housing Trust Fund, saying it held about $123.4 million, of which roughly $81.2 million had been awarded and $42.4 million remained available for programming. He described the 'Made It Home' pilot supported by a $5 million proviso for workforce housing that partnered with builders and sponsors; McDonald said the initial round was limited but generated strong interest and that the agency could scale the program with additional funding, estimating the operational cap for next fiscal year to be in the neighborhood of $20 million if ramped up.
Kelly McMullen, the agency’s chief financial officer, outlined budget realignments across federal and other funds and noted rising contract administration costs as rental assistance demands grow. Lawmakers asked for additional county‑level data and information on how sponsors and contractors were selected; McDonald said sponsors apply and that the agency is exploring ways to help areas that lack local sponsors by offering to act as sponsor or provide approved contractor lists.
Committee members requested follow‑up materials, including regional impact data and carryforward calculations for provisos, to assess broader funding or proviso language changes.
