Clemson PSA asks for recurring and one‑time funds; vet college enrollment strong in first year

Dr. Bob Jones, Clemson’s interim president, and Dean Matt Holt presented Clemson’s PSA budget priorities and an update on the new veterinary college to the committee.
Jones said the Harvey S. Peeler Jr. College of Veterinary Medicine has received a Letter of Reasonable Assurance from the American Veterinary Medical Association and drew 621 completed applications for 80 spots; 60 slots are reserved for South Carolina residents. He said the university will select the inaugural class and hand over a job training center to Scout in the next weeks.
Dean Matt Holt outlined four recurring priorities: $3,000,000 for a proposed Natural Resource Utilization and Planning Institute (NRUPI) with 21 FTE focused on data‑informed policy and GIS support for county and municipal decision‑making; $2,600,000 and one FTE to bolster regulatory services and livestock/poultry health (including pesticide training and meat inspection capacity); $4,000,000 recurring targeted at critical PSA infrastructure; and 10 new extension program assistance FTEs to reduce administrative burdens on agents.
Clemson also requested $18,000,000 in one‑time funding for critical maintenance, biosecurity upgrades, IT/security improvements and equipment for a veterinary diagnostic lab, citing a third‑party assessment that identified $13,000,000 in urgent maintenance needs and $9,000,000 in high‑priority intermediate needs across PSA facilities.
Committee members asked about coordination with South Carolina State University; Holt described ongoing collaboration on extension programming, research and pipelines into the new vet college and said urgent maintenance needs at research and education centers are being triaged.
