Arts committee asks for $50,000 line item; American Legion seeks aid for facility repairs

Kathleen Duncan, chair of the Arts & Cultural Committee, asked council to include a dedicated arts funding line in the upcoming operating budget and proposed $50,000 to fund artist microgrants, murals, pop-up storefront installations and youth programming. "Fifty thousand would allow us to fund artist micro-grants and neighborhood activation projects throughout the city," Duncan said. Council members discussed budget procedures, and staff suggested placing a program line within Community Development so the committee has a city liaison and an administrative home for spending.
Curtis Milner, representing American Legion Post 78, described the post's community work and said the organization needs roughly $65,000 for paving a parking lot repeatedly damaged by flooding, kitchen repairs and an ADA ramp. Milner said the post had raised about $19,000 and the Henry County Board of Supervisors contributed $5,000. Councilmembers suggested staff could discuss contractor coordination or potential in-kind assistance and proposed a follow-up work session to explore funding or services.
Council did not appropriate funds at the meeting but expressed willingness to review the Legion's handouts and to consider the arts committee's request during the budget process.
