After roll call and invocation the council approved the evening’s agenda (motion by Dr. Ward; second by Mr. Bond) by a 9‑0 vote. The council then heard public‑hearing Item A, a conditional‑use permit for Bethany Baptist Readiness Academy to operate a child day‑care and instructional services at 2587 Campus Stella Road; staff recommended approval with listed stipulations and the council adopted the item by a 9‑0 vote.
The council next approved a conditional‑use permit for a level‑2 home‑occupation physical therapy business for Jacob and Peyton Blankenship at 2835 Meadowood Drive West; one applicant spoke in favor and the council approved the item by a 9‑0 vote. Before adjournment the council voted 9‑0 to conduct a closed session on Feb. 24 at 4:45 p.m. to interview prospective appointees to the Chesapeake Fine Arts Commission and the Stormwater Committee, citing section 2.2‑3711(a)(1) of the Code of Virginia.
