County seeks use of state contracts to speed Avista Stadium kitchen rebuild and Glen Eden playground replacement

Spokane County staff asked the Board of County Commissioners Feb. 17 for approval to use existing state contract vehicles to accelerate two capital projects: kitchen equipment replacement at Avista Stadium and playground equipment replacement at Glen Eden Community Park.
For Avista Stadium, staff said the September fire required kitchen reconstruction and that most construction is under a general-condition/GC-construction-manager process except for kitchen equipment. Using the Omnia/Omni partner state contract would let the county hire the stadium's existing kitchen supplier (Don Mills/Don Mill & Co.)—who already collaborated on layout and mechanical coordination—and avoid a rebid and an additional GMP amendment. Staff reported a current vendor quote near $300,000, subject to prevailing-wage and bond confirmation, and said insurance is paying for the work; a resolution to use the contract will appear on next week's legislative agenda.
For Glen Eden Community Park, staff described a community outreach process with 150 responses and said the park's iconic moose figure and a natural, nature-play design were priorities. The county previously allocated $330,000 in the CIP for playground replacement; staff proposed using a state contract (AMIA or KCDA) to procure equipment, surfacing and installation (project estimate under $300,000) and said design choices emphasize maintenance and a wood-fiber surface. Staff said risk management supports relocating—not removing—the moose and budget would cover moving costs.
Next steps: staff will place a resolution to use state contracts and related procurement items on a future legislative agenda and will coordinate details on warranties, prevailing wages and installation timing.
