Representative Brennan seeks specialty plate to support Ohio scuba diving council and preservation work

Representative Brennan presented sponsor testimony for House Bill 555 at the committee's Nov. 18 meeting, proposing a specialty license plate to raise funds for the Ohio Council of Skin and Scuba Divers Incorporated (OCSSDI).
Brennan described OCSSDI as one of the oldest scuba organizations in the nation, founded around 1959, and said proceeds from the specialty plate would support scholarships, outreach, diver safety and environmental stewardship including cleanups and shipwreck preservation efforts on Lake Erie.
During questions, Ranking Member Grimm and other representatives noted the council’s role working with the National Museum of the Great Lakes and the state’s submerged‑lands law, and discussed how divers assist in historical recovery and safety operations. Brennan emphasized that the proposal "comes at no cost to taxpayers" and framed the plate as a way to strengthen safety, education and conservation work.
The committee did not vote on the measure during the session; HB 555 received an introductory hearing and will require additional committee consideration to proceed.
