Mahoning County commissioners approve $600,000 records contract, multiple grants and service agreements

Mahoning County commissioners voted to approve a series of contracts, change orders and grant resolutions at their Feb. 12 meeting, including a $600,000 award for processing and storage of property records and multiple smaller agreements and grant supports.
Auditor staff recommended awarding processing and storage of property and manufactured health information to "Exoff 8" for $600,000 from non-general funds; commissioners approved the resolution by roll call. The board also approved a $60,000 general-fund agreement with CS Communications dba CS Public Affairs for consulting services and a not-to-exceed $158,797 engagement of Squire Patton Boggs for assistance with note bond issuance and related legal matters.
Other approvals included two material-testing agreements for construction projects (PSI, up to $49,999; BEL Geotechnical Engineering, up to $49,009.99), a renewed kitchen equipment service contract for the juvenile justice center ($18,000, general), and alarm monitoring services ($2,160, general). Sanitary staff presented a change order to Rustic Excavating for the Southwest Lake Evans pump station force main (Phase 1, improvement #529) for $68,457.07; that change order was approved.
Commissioners also approved resolutions to support grant applications and expenditures: direction of opioid settlement funds ($50,000) to Direction Home; support for a 2026 body-worn camera grant through OCJS ($6,937); and support for an Ohio Recovery Foundation grant application (Cycle 2) for $215,037. Emergency Management said a state grant of $25,977 requires an equal local match; the presenter cited a total figure of $191,954 as the full program amount.
Most consent and agenda items were adopted by roll call with affirmative votes recorded. Commissioners said they will continue processing procurement and grant paperwork and scheduled the next meeting for the Youngstown Historical Center of Industry and Labor.
