State Accident Fund seeks modest increase as it completes major case‑management overhaul

Erin Farthing, director of the State Accident Fund, told the House Ways and Means Transportation and Regulatory Budget Subcommittee that the fund provides workers' compensation coverage for state agencies and ensures payment to employees whose employers failed to secure required coverage.
Farthing said the fund is entirely other‑funded and does not draw from the state's general fund. She described an extensive overhaul of a legacy case‑management system—she said the last system dated from the 1990s—and said most of the implementation costs were already paid, allowing the fund to request a lower authorization in the prior year.
For the coming year the State Accident Fund is requesting an increase of $691,401, Farthing said, and attributed more than half of that request to personnel and employer contributions tied to Mercer implementation; the remainder is largely IT‑driven to support and maintain the new case‑management platform.
"We do not take anything from the general fund," Farthing said. She added that unexpended appropriations at year end return to the respective funds and that the fund operates conservatively to avoid unnecessary spending.
Committee members confirmed the requested increase is covered by fund premiums rather than the general fund, and thanked the presenters for the update.
