San Rafael to switch permitting to OpenGov; inspections and new applications move Feb. 23

San Rafael staff announced on Feb. 17 that the city will transition permitting and inspection workflows to OpenGov.
Lena Smith, a community and economic development analyst, told the subcommittee the inspection module is live and that new permit applications for building, planning and related tracks will be accepted through OpenGov starting Monday, Feb. 23. "With the new system online, it'll be transitioning all permits for new applications for building, code enforcement, fire prevention, and planning," Smith said, adding the system provides automated notifications, real-time permit status tracking and online inspection requests.
Staff said the existing eTracker system will remain available to manage current permits through a transition window, with a target of ending eTracker around July 1 and migrating remaining open permits into OpenGov. City staff emphasized how the new platform will improve transparency for applicants and reduce the number of status calls to staff.
The committee asked about timing and public outreach; staff said notices have been sent to applicants and that how-to videos and help resources are available on the new site. No formal action was taken.
