Council adopts ordinance to codify city policies and reorganize municipal code

The Anacortes City Council unanimously adopted Ordinance 5022 on Feb. 17 to create a new municipal-code chapter (1.01) that will clarify how the Anacortes Municipal Code is organized online and incorporate long-term city policies and resolutions into the codified interface.
City Attorney Darcy Swetnam described the change as administrative and nonregulatory: the ordinance would "clarify the organization of the Anacortes Municipal Code and how it's codified online, create standards for how the code should be organized, and articulate differences between ordinances and resolutions," she said. The proposed codification will include resolutions of long-term effect such as personnel policies, purchasing policy, financial policies, and the unified fee schedule to make them more accessible to the public.
Swetnam showed examples from other Washington cities to illustrate how policies could appear alongside code sections in a single landing interface. Council voted by roll call to adopt the ordinance (6–0).
Next steps: staff will coordinate with the code reviser to implement the new chapter and publish policies and resolutions in the city’s online codified interface.
