City awards $364,218.88 Terrace Drive utility improvement contract

Anacortes council approved a $364,218.88 contract on Feb. 17 with Summit X Contractors for the Terrace Drive Utility Improvement Project, part of the city's AC main replacement program.
Public Works Director Lee told the council the work includes roughly 800 feet of new 6‑inch ductile iron water main, new catch basins, 300 feet of 12‑inch ductile iron storm pipe to address low cover, reconstruction of compromised subgrade on the southern portion of Terrace Drive and repaving (about 450 tons of asphalt). The project is drawn from the city’s water‑main replacement budget (total program budget around $1.7 million) and will be funded by water rates and user fees.
Lee said Terrace Drive had one of the lowest pavement condition indices in the city’s 2024 assessment, prompting focused repair and replacement. Councilmember Moulton noted the contract’s bid amount was below the engineer’s estimate and commended the level of detail in the agenda packet.
Council moved, seconded and approved the contract by voice vote.
Construction and associated stormwater and road work will proceed according to the public works schedule and project management timelines.
