Director Nix of the STL Recovers Office said the money will be used to expand the city's private property assistance program, which has received more than 3,200 applications since the program opened. The office reported about 2,000 of those applications are requests for home repair. Director Nix told the committee that the city has estimated total home-repair needs in the tornado zone at roughly $150 million and that the $3.8 million appropriation will increase the existing contract's capacity to process and complete roughly 40–75 additional homes, depending on cost and scope.
Committee members pressed about program timing and the pace of work on the ground. The recovery office said contractors are queued and that, once funds are obligated and the contract amendment is in place, repairs typically take about 75 days from estimate to completion; reimbursements and billing follow completion and inspection. Committee members also discussed title-clearance work, legal assistance and the need for state and FEMA contracts to accelerate demolition and repair work in the zone.
The committee adopted an amendment clarifying that funds under section 2(a) may be distributed through existing or emergency contracts and that certain ordinance requirements may be waived due to the emergency nature of the work. After adopting the amendment, the committee moved and recorded no objections to pass board bill 157 as amended.
