IUSD board approves Woodbury boundary adjustment, moving affected students to Irvine High beginning 2028–29

The Irvine Unified School District board voted Dec. 10 to approve a high-school boundary adjustment that will reassign students in the Woodbury community from Portola High School to Irvine High School beginning with the 2028–29 school year.
District staff told trustees Portola’s enrollment could exceed 3,600 students by 2030 without adjustments and noted board policy caps guide target enrollment levels. "Without any adjustments, enrollments could reach over 3,600 students by 2030," staff said during the presentation, citing projections and the district’s Board Policy 71‑12 enrollment targets.
Staff described a community outreach campaign that included a letter to Woodbury families, an informational video, an online FAQ and a Nov. 3 forum. The staff recommendation, after reviewing community feedback and feeder patterns, was to return Woodbury to its historical assignment to Irvine High beginning with the cohort that is currently in sixth grade and younger.
Student board member Lennon Coffin urged the board to consider options to allow current sixth-graders additional choice, noting timelines for intra‑district school‑choice forms and requesting the district explore transition options. "My suggestion is to adjust the range to current fifth grade students and below," Lennon said during public comment to emphasize timing concerns for middle‑school choice.
Board members deliberated at length about historical development patterns in the Great Park area, prior mitigation agreements, and previous boundary decisions that shaped Portola’s opening and growth. Trustees discussed possible limited flexibility for the initially impacted sixth‑grade cohort; district staff said they would work with families to consider options for that group.
The board moved to approve the adjustment and, by roll-call vote, authorized reassigning current sixth-grade students and younger living in the Woodbury community from Portola High to Irvine High effective with the 2028–29 school year. The motion passed with an affirmative roll call from all trustees present.
The district said the change would not apply to students already enrolled in Portola or to current seventh- and eighth-graders; implementation details and family communications will be handled by district staff in the coming months.
