District facilities staff presented the Final Environmental Impact Report (EIR) and Mitigation Monitoring and Reporting Program (MMRP) for the Northwood High School Field Lighting Project and recommended the board adopt the resolution certifying the EIR. Kelvin O’Kino, executive director of facilities planning and construction, described nearly two years of project planning and community outreach. PlaceWorks consultants explained that, although prior grading reduces the likelihood of discovering buried cultural, archaeological or paleontological resources, the MMRP establishes clear procedures in case of discovery.
Malia Duran and Alan Estrada Rodas of PlaceWorks described the required mitigation measures and how the district would implement monitoring and response protocols, especially for tribal cultural resources. Board members asked about the likelihood of encountering resources given prior construction; the consultants said discovery remained possible and the MMRP would ensure appropriate responses and protections.
The board adopted Resolution 25-26-30, approving the environmental documents, approving the project, and authorizing staff to file a notice of determination with the required agency. Trustees then completed a roll-call vote with all present members recorded as 'yes.'
