Summary
The CIP adds five bridge projects and boosts bridge-preservation funding after inspections showed end-of-life conditions; some replacements will require full closures and detours while others will keep traffic open during work.
Montgomery County staff told the Transportation and Environment Committee that the executive’s recommended FY27–32 CIP includes new bridge projects and additional preservation funding after many structures reached the end of their useful life.
Staff recommended increasing bridge-design funding to complete design for five identified bridge projects and raising preservation funding to match inflation and recommended levels from the Infrastructure Funding Working Group. Notable project changes include:
- Brookville Road bridge: scope changed from rehabilitation to full replacement because of complications related to CSX freight rail tracks underneath, with an added $3 million in the recommended CIP.
- Burnt Hill Road bridge (Little Bennett Creek, Clarksburg): new project to fully replace the 1955 bridge; the road and bridge will be closed to vehicular traffic during construction in FY29 with detours in place.
- Brighton Dam Road bridge: the schedule was delayed by two years due to ongoing negotiations with Howard County and WSSC Water; a prior Howard County turnaround site component was removed from scope.
- Park-lawn entrance bridge (Rock Creek, Rockville): new project requiring relocation of trail alignments during construction; construction expected in FY31.
Staff recommended committee support for the bridge subcategory; committee members asked scheduling and coordination questions and noted traffic and pedestrian access implications for nearby projects such as the Purple Line and Maryland SHA projects.
