Pleasant Grove — The City Council voted Feb. 17 to award the 800 North Area waterline, drainage and roadway reconstruction project to Conde Construction Company LLC at a base bid of $3,556,724.10 and authorized the mayor to sign a notice of award and contract documents upon final review.
Public Works Director Winterton told the council 14 bids were received and that the engineer's estimate was higher, which staff interpreted as the contracting market showing signs of price normalization. Director Winterton said the city reviewed the low bid to ensure it was complete and noted that while change orders can occur if scope or site conditions change, Conde is a reputable contractor the city has used on larger projects.
Council members asked about the risk of future change orders because the low bid came in about 25% below certain estimates. Director Winterton said staff evaluates low bids for scope completeness and that owner-initiated change orders happen when the city elects additional work during construction. The council moved and approved the award by voice vote; the mayor declared the vote unanimous.
Next steps: Staff will finalize contract documents and bring the notice to proceed to the mayor for signature once final contract documents are in order. Any owner-initiated scope changes will be brought back to council for approval.
