Adams County approves three human-services contracts and adopts massage‑facility licensing ordinance

Security services The board approved Amendment 5 to the county’s agreement with Securitas Security Services USA Inc. to continue countywide security services. Staff presenting the item noted Securitas has served multiple county facilities since the 2023 contract award and recommended approval to extend service into 2026 (with a remaining renewal option extending into 2028). The agenda listed the amendment amount as $3,677,262.16; during the presentation the facilities representative stated $3,600,262.16. Staff recommended approval and the board approved the amendment unanimously. Meals on Wheels and Senior Resource Center agreements Eddie Valdez, Division Director of Operations and Community Connections in Human Services, asked the board to extend two existing agreements for 2026, each not to exceed $500,000. The first extends the county’s contract with Volunteers of America to continue Meals on Wheels programming. Valdez said the program served an average of 377 clients per month in 2025 and delivered roughly 7,700 meal units monthly and that funding for the extension is included in the county’s 2026 budget. The second extension is with the Senior Resource Center to provide adult day services, care management and household management; Valdez reported the center served 543 Adams County residents in 2025 with an average of about 45 individuals per month receiving services. Both contract extensions were approved unanimously.
Ordinance adoption: massage facility licensing The county attorney presented second reading of Ordinance No. 18 (as amended), described as minor updates to the county’s massage-facility licensing code intended in part to provide tools to address human trafficking and illegal activity. Staff reported no public comment on the ordinance; Commissioners discussed the public-safety benefits and adopted the ordinance unanimously.
Vote record and implementation All four items passed without recorded dissent. Staff noted the Meals on Wheels and Senior Resource Center contracts are supported by the county’s approved 2026 budget and do not require additional appropriations.
