City staff updates commission on comprehensive plan, resilient‑communities grant and slow development pace

City staff updated the Planning & Zoning Commission on the comprehensive plan update and the Resilient Communities Project grant from the Texas General Land Office and outlined upcoming community engagement and consultant sessions.
Staff (Aubrey) said the bus tour for the plan had been canceled because of weather and rescheduled for Monday, Feb. 23, and that flyers and surveys had gone out to FISD students. The consultant will attend a March 17 work session with the Downtown Economic Development Corporation and staff expects to hold a property‑owner meeting in the Panhandle area that day as well. "We have it rescheduled for Monday, February 23, and fortunately... we've got really good turnout," Aubrey said.
Aubrey also reported that development activity is currently slow: the city issued one new single‑family home permit in January and 12 permits so far this fiscal year, compared with 43 in the prior year. Staff included the January DRC and business reports in the meeting packet and circulated invitations to the state of the city address on March 5 and a regional roundtable in La Porte hosted by Texas Downtown.
Commissioners discussed meeting scheduling and attendance for March 12 (spring break) and staff said they would monitor submittals and, if needed, adjust agendas or move items to the Feb. 26 meeting.
