Planning commission debates shifting site-plan approvals to staff; public hearings scheduled

Commissioners on Feb. 12 discussed proposed amendments to Friendswood City Code (Appendix B — Subdivisions, Appendix C — Zoning, and the Design Criteria Manual) that would transfer approval authority for commercial and multi‑family site plans from the Planning & Zoning Commission to city staff.
"All the ones in Galveston County... their staff — there were no planning and zoning commissions that approved site plans," Aubrey said while summarizing benchmarking with nearby cities, and noted that newspaper notices for the proposed changes "will be published next week." Aubrey said the items will be advertised as two separate public‑hearing items (plats and site plans) for the March 12 commission meeting and will go to city council for public hearing and consideration on April 6.
Commissioner Mann said he was weighing tradeoffs. "I'm still torn... What are we losing?" he asked, noting the time savings but expressing concern about reduced oversight. Another commissioner summarized the tradeoff bluntly: "You're losing a little oversight. ... 7 eyes on things versus 2," arguing that commission review surfaces small issues staff might miss.
Council member Metranco, serving as a council liaison, encouraged commissioners to document pros and cons in their recommendation to council so members less familiar with planning details could understand the commission's reasoning. "How are you going to rule effectively?" Metranco said, urging clarity for future commission members who may not have as much experience reviewing site plans.
No change to the code was adopted at this meeting; staff will publish notices and the commission will consider formal recommendations at upcoming hearings.
