The council unanimously approved an ordinance on Feb. 17 accepting a donated mosaic artwork titled the Mosaic Progress flag, offered by Cheryl Smith and co‑created at Newcastle Days. City manager explained the city needed a deed‑of‑gift process to accept the proposed donation and presented the ordinance for adoption.
Deputy Mayor Charbonneau said the mosaic project is a recurring community contribution and noted the previous year’s mosaic is at the public library. Council member Burford moved adoption of Ordinance No. 2026‑685 and the motion was seconded and passed 7–0. The city manager was authorized to execute the deed of gift and staff will coordinate placement and care of the donated artwork.
