The Muskegon Public Library Board of Trustees took several administrative actions at its Feb. 17 meeting.
Bylaws: The board approved updated Library Board bylaws (2026 draft) after staff explained mostly grammatical and clarity edits. The bylaws were amended to reflect that mayoral authority (not the board) handles certain appointment/removal powers and to change notice timing for special meetings to 24 hours as required by law. The board voted to approve the bylaws "without the RDA" entry (the packet included an obsolete RDA code that staff recommended removing). Staff identified the RDA entry as unrelated to bylaws and recommended deletion.
Annual report: Trustees approved the Muskegon annual library report and authorized signatories to complete the paperwork. Staff clarified that short-term limited-service days during the parking-lot project do not count as an extended closure for the annual-report calculations; staff also noted the packet will include additional meeting-room usage data going forward.
Abandoned-property policy: The board adopted an abandoned-property (lost-and-found) policy that sets a 30-day public-claim period for most items, requires logging of higher-value items behind the desk, and routes abandoned vehicles or items of potential safety concern to the Muskegon Police Department. Trustees discussed whether 30 days was sufficient; the board approved the policy as presented.
Meeting schedule: Because the director will attend new-director training in March the board voted to skip the March meeting and reconvene April 21, 2026. Staff will notify members who were absent.
