Aurora staff detail Flex (Lehi) Fund use, report 297 approvals and nearly $794,200 in 2025 spending

Emily Fuller, the city's homeless program coordinator, said the fund was established in 2017 to "remove financial barriers that households face to maintain or secure permanent housing." Eligible uses include security deposits and first month's rent, rental arrears, utility assistance and bridge hotel stays. Fuller said applicants must be experiencing a housing crisis within city limits and households cannot exceed 80% of area median income to qualify.
Fuller reported that in 2025 the city received 512 applications; 297 were approved, 201 denied and 14 withdrew. Staff spent $794,192.78 from a combination of marijuana tax revenue, private funding and a grant from Community Solutions. Denials mostly resulted from applicants living outside city limits or submitting incomplete documentation; the application process was revised for 2026 to require complete documentation before submission.
Committee members asked how the program ensures long-term housing stability for recipients. Fuller said the program requires applicants to work with case managers and that staff review budgets and stability plans, particularly for repeat applicants. The program's current policy limits assistance to no more than five total awards per household over time and prioritizes first-time applicants.
