Finance staff told the committee on Feb. 19 that the February sales-tax check—reflecting December economic activity—was 13.6% higher than the prior February and put year-to-date receipts 1.73% ahead of last year. ‘‘The sales tax check received in February, brings us to 13.6% above February,’’ a staff presenter said, noting the timing of large events can skew monthly graphs. Mayor Holman and other members warned that if the city does not host a comparable event in the following year, a straightforward month‑to‑month graph would show a sharp decline even though underlying trends may be stable.
Council discussed how local large projects and University‑related events affect local revenue and the importance of contextualizing charts when presenting results to the public. Staff said they will pull cross‑reference data from tourism partners and Oklahoma City to measure how much of the increase reflected local spending versus spillover effects.
The committee also reviewed longer-term pressures on the budget, including rising health-care and pension costs that may offset episodic revenue gains. Staff said restoring fund balances and returning the risk-management fund to positive figures are top priorities while preparing the FY27 budget.
