Paso Robles redirects CDBG funds to pedestrian improvements at 32nd and Spring

The Paso Robles City Council on Feb. 17 unanimously approved a final 2026 Community Development Block Grant plan that substitutes pedestrian improvements at 32nd Street and Spring Street for a previously proposed 24th Street crosswalk.

Warren (Community Development Director) told the council the city’s share of federal CDBG funds this year totals roughly $226,210, including about $168,858 for capital improvements, $38,967 for public services and $18,000 for administration. Staff recommended reallocating the $120,000 previously programmed for a 24th Street crosswalk to a project adding curb ramps and bulb‑outs at the 32nd and Spring intersection, adjacent to the Paso Robles Youth Arts facility.

Council members asked staff to explain the safety benefits of bulb‑outs and whether flashing beacons could be added. Warren and staff said bulb‑outs reduce crossing distance and improve sight lines; strobed beacons exist elsewhere on Spring Street but would likely add cost beyond the $120,000 allocation and could be considered during a corridor study or future budget augmentation.

Public commenters supported the curb ramps and urged adding conduit and additional corners if funding allows. Staff said the $120,000 covers two corners (the two northern or two southern corners as shown) and that the program lacks funds to cover all four.

Pro Tem Gregory moved to approve the resolution forwarding the CDBG plan to the county with the Spring/32nd curb‑ramp project substituted for the 24th Street crosswalk; Councilmember Bausch seconded. The clerk recorded a unanimous vote in favor.

The city will forward the amended plan to San Luis Obispo County for final administration of the federal grant funds and begin design work on the 32nd and Spring curb ramps and bulb‑outs. The council noted that corridorwide safety improvements, including flashing beacons, may be considered as part of a broader Spring Street corridor study or budget process.
