The Cuyahoga County Committee of the Whole on Feb. 11 accepted a proposed substitute to Ordinance 2024-0005, a package of changes to the county’s contracting and procurement code, after extended staff presentation and member debate about approval thresholds, real estate transactions and procurement exemptions.
Michael King, council staff, walked the committee through an updated comparison table of the administration’s proposal and the substitute. He said the proposed substitute reduces the administration’s thresholds in several places: it would lower the council approval threshold from $1,500,000 (administration proposal) to $600,000 (substitute); shift board of control approval to cover transactions between $10,000 and $600,000; and lower the departmental threshold for spending without Department of Purchasing approval to $2,000.
