Committee moves $10,000 ARPA award for Scholar House ‘care corner’ to full council

The Cuyahoga County Health and Human Services and Aging Committee on March 19 moved Resolution R2025-0100 to the full council on second reading. The resolution would award up to $10,000 from the District 9 ARPA Community Grant Fund to CHN Housing Partners to establish or restock an on-site “care corner” at the Louise C. Stokes Scholar House.
CHN Housing Partners’ Laura Bustani, vice president of external affairs, and Nina Holzer, director of financial mobility, described the Scholar House as a project-based, permanent affordable housing building near the Tri-C Metro campus that combines stable housing with wraparound services. Holzer said the building is fully leased, with 40 parent tenants and 59 children — 99 residents total — and includes an on-site early learning center, study spaces, a computer lab, a community room and a food pantry. "The Scholar House care corner is an in-house on-site resource for residents of the building," Holzer said, listing items ARPA funds would buy: first-aid kits, toiletries, diapers, baby bottles, feminine hygiene products, trash bags and paper towels.
Committee members pressed CHN on program operations and eligibility. Holzer said residents are selected via application (first come, first served) and must both income-qualify for the project-based vouchers and be enrolled full-time in a postsecondary program, maintaining at least a 2.0 GPA and having a child under 18. CHN described a counseling-based model for post-graduation transition: residents may remain for the length of their academic program plus six months while staff work intensively on employment and housing plans.
Councilman Hauser said he toured the facility and asked to be added as a sponsor; the chair then moved to send the resolution to the full council on second reading. The motion was seconded and approved by voice vote. CHN staff thanked the committee and noted prior donations from county employees and local organizations that helped replenish supplies.
The committee’s action sends R2025-0100 to the full council for the next stage of readings and final passage. CHN officials said the care corner will be monitored by on-site staff (a program manager and family coach) and that CHN will keep a log of usage and frequency to track utilization.
