An Office of Budget and Management representative told council the resolution provides for additional appropriations, appropriation transfers and cash transfers; specifically it includes $3,100,000 to hold the spring special election for a state ballot issue. The sponsor described other items in the package as routine grant-related adjustments.
Later in the meeting council approved Resolution 20250094 authorizing a subgrant agreement with Painesville not to exceed $80,665,500 for a multi-year workplan (10/01/2024–09/30/2029) that sponsors said will fund a large solar array, a battery system and brownfield reforestation work as part of clean energy and nature-based solutions under the EPA program.
Both measures passed by voice vote; the budget amendment was described on the record as routine, while council speakers called the Painesville subgrant a transformational component of an EPA-funded project. Council asked that sponsor names be added as co-sponsors in the record for the Painesville item.
